UPDATED: Missouri's Student Transfer Law

UPDATE: In 1993, Missouri passed the Outstanding Schools Act, laying the groundwork for many of the policies governing the state’s schools today including the Missouri School Improvement Plan (MSIP). This bill also established rules for unaccredited districts to pay the tuition for students choosing to transfer to accredited districts. Students transferring were of greatest concern between 2013 and 2017, when Normandy and Riverview Gardens were both unaccredited and had to pay tuition to neighboring districts when students opted to leave. In this brief, we take a look at Missouri’s transfer policy, how it affected these two school districts, and why accreditation is so vital for struggling schools.
